What is the EUDR (EU Deforestation Regulation)?

The EUDR is an EU regulation ensuring that key commodities—such as timber, cocoa, coffee, soy, palm oil, cattle, and rubber—and derived products can only be placed on or exported from the EU market if they are deforestation-free and legally produced.

When does the EUDR come into force for businesses?

EUDR compliance becomes mandatory for large and medium-sized organisations on 30 December 2026. Micro and small enterprises benefit from an extended transition period until 30 June 2027.

Does a low-risk classification under EU country benchmarking exempt companies from obligations?

No. While a low-risk country classification simplifies the risk assessment process, full information gathering and traceability requirements—including collecting geolocation coordinates under Article 9—remain fully applicable.

What is the EUDR?

The EU Deforestation Regulation (EUDR) is part of the European Union’s Green Deal strategy. The aim is to stop global deforestation associated with the consumption of certain raw materials. In the future, companies will only be allowed to place relevant products on the EU market, trade in them, or export them if they:
are deforestation-free, i.e., they come from areas that have not been deforested or damaged in their natural forest structure since December 31, 2020,
have been produced in compliance with the law (according to the laws of the country of origin),
are fully traceable – including the geocoordinates of the production areas.
At the heart of the regulation is a binding due diligence obligation, which includes a risk analysis, risk mitigation measures where necessary, and the submission of an electronic due diligence declaration.

Update: Country Benchmarking

The official EU country benchmarking has been available since May 2025. This classifies countries of origin into three risk categories: low, standard, and high.

For companies, this means that a country’s classification influences the scope of due diligence obligations with regard to risk assessment and mitigation requirements.

Important: Even with low risk, the information and documentation requirements remain in full force. Companies must be able to prove the origin of a product at any time. This includes the collection of information in accordance with Article 9 and documentation.

Benchmarking creates leeway, but it does not replace a clean process and data basis. Early action pays off.

Who is affected?

The EUDR applies to all companies that place relevant raw materials or products made from them on the market, export them, or trade in them in the EU—regardless of whether they are manufacturers, distributors, or importers. Different deadlines and reduced requirements apply to micro and small enterprises until mid-2027.
